It looks like some of these limbs have been dead for years. If it helps I live in North-East Ohio.

Dead limbs: anytime.
Dying limbs: fall or winter.
General pruning of dead or live limbs: Late fall, first part of winter.

you can cut dead branches at any time, dying branches need to be cut as soon as possible, but do not remove more than 30% of the tree at one time unless the leaves have fallen for winter. if you wait until the tree goes dormant, that would be the best time. If you are unsure you can remember which ones to cut with out the leaves, get some spray paint and paint the limbs you want removed.
