If I bag up items before I move into space bags and those giant ziplock bags and have them stored for a couple of weeks before I move-can they survive the bags?

Probably not. But it is likely because the bags don't completely evacuate "all" the available oxygen and an insect may be able to survive. The typical lifespan of a common cockroach is about 4 months. But without food, that time, of course is lessened.

Best practice is to exterminate the home or apartment before the move.

yes they can, especially if you trap a roach inside a bag that is carrying eggs. wash everything and dry then bag it up immediatly and move it out of your house. inspect everything you move, shake it out to make sure no roaches hitch hike to your new place. set all of your furniture in one room and fog the living daylights out of it before you move it too.
make sure not to move cardboard boxes that have been in your old place, the roaches hide in the cracks and lay their egg in there too, this includes food items. transfer all your food items to ziploc bags.
you also may want to spray or bomb for roaches as soon as you get established in your new place as a preventitive measure.

With all due respect; pardon my ignorance. Are you intentionally bagging roaches to relocate them?????????

Why wouldn't you determine...if that isn't the case...that no roaches were going into these bags you describe?
