There may be an oedipal complex here at play. It's possible this person is attempting to project underlying "sexual" frustrations that have not yet been resolved. It's possible Jimmy Carter may be a representation of past unpleasant memories and feels the need to take out such frustrations against an ex-president who happens to be a magnet for criticism in general. Perhaps this person was either smothered or neglected as a child and needs to seek serious corrective therapy.

He would say that it represents an inferiority complex mixed with a sexual fascination with cheese. His father did not have enough sex with him despite his fantasies. Now cheese enjoys a loveless marriage and fantasizes about killing off the poor people as it matches his fathers sadistic desires towards cheese. It shows a love so strong for Reagan,that he refuses to accept the fact Reagan created government cheese. Shifting blame to Carter is showing his love of Reagan,possibly depression due to Reagans expansion of government and socialism.
