Although the question has been asked in a vague manner, this is my definition.
Hush-Children who want to speak up about a situation that is bothering them to a parent but are brushed off.
Cry-speak, yell at the top of your lungs but no one is going to hear or listen to you.
OR
When a child is crying and a person tries to silence them.
The opposite-Cry it'll make you feel better.
Have parented many children, my own and others and feel it is unjustified, forcing, a child to hold back emotions. I get upset when I see parents w/young children, 3-6- crying, fell and got hurt or some other reason, and the parent wants the crying stopped immediately.
Society ends up with adults who are incapable of showing emotion or show emotions inappropriately.
We are not robots who were made to be turned on and off like a switch.

What are you getting at?
I would still the child! The reason is nothing is worth that much fuss to get the crying child to give attention to. This just makes matters worst.
