the other ansewer is correct but you can do something about a plumber or you yourself can install a circulation pump that will keep your water warm in the lines contact a local plumber for a free estimate

Because the water in the pipes has cooled off. The hot water from the tank needs to travel the distance from the tank to the fixture.

Hi, Its cause the standing water in the pipe between the Tap and the tank or boiler , heater unit is bound to be several degrees cooler due to walls etc drawing energy / heat out

It's far away from the water heater and the water laying in the pipes has cooled down, so it takes a while to get the hot water there.

Brandie is dead on. You may want to insulate your hot water pipes wherever you can get to them to keep the water in those pipes warmer. It's cheaper than having a plumber come to your house for any reason.
