Country of origin is 1 of the most notable things, but aside from that, anime is more stylized with common character designs and facial structures, detailed backgrounds, and a plot. Also there are many genre of anime from children's anime to adult anime (hentai). Cartoons tend to be made to appeal to little kids by making the characters look deformed and having no point to the story.

Cartoons have a more simple defined plot. Mostly about fighting bad guys and always having a hero in the story.' Anime contains good vs. evil but the plot lines are very unpredictable if the good guys will win or the bad guys. While cartoons don't contain that. Anime has some drama that sometimes lead to tragedy, sadness, a few losses of characters, or a happy ending. Cartoons don't contain much drama that will keep you in suspense because you know the good guys will always win. In terms of humor anime doesn't use old jokes like cartoons do. Such as corny ones "Why did the chicken cross the road" and so on. Anime contains it's own personal humor, that is sometimes copied but not always. In cartoons theres a protangonist, and antagonist and a damsel in distress. While in anime there's no telling what the characters are, for some of them start out good but later on turn out evil after awhile of going through phases, trials , and growth experiences. Kind of like a mixture of reality and fiction. While cartoon is based on complete ficition. Also most animes contain a message beyond there story, cartoons don't really contains a deep powerful message sometimes its just for comedy, and stupidity. So there's the difference.

They're not the same entirely, but they basically are. Anime is Eastern animation and Cartoon is Western Animation. The art styles are mostly different, but they don't have to be. An anime can look like a cartoon, but it's still an anime because it originated from the Eastern hemisphere. A cartoon can look like an anime but is still a cartoon because it originated from the Western hemisphere. Not all cartoons are for kids and not all anime aren't for children. It isn't the storylines that matter, although most do tend to differ from each other, it's mainly where it came from. Take RWBY for example. It looks like an anime, but is a cartoon simply because of the place of orgin. Even though the story line is more serious than most cartoons, it's still a cartoon. People tend to thing the word "cartoon" means "just for children".

Some people define cartoons as being any piece of animated medium, where anime would be a subset underneath that unbrella as Japanese cartoons.
Others simply say anime=Japanese animation, and cartoons=western animation.
Here's how I look at it personally: Anime and cartoons are both subsets of animation. They sometimes overlap, but not always. And they are by no means the only subset under animation. Anime is simply any animation from Japan. However, I describe cartoons as being anything animated where the primary audience is youger children. I don't include all western animation in my definition because when I say "I'm watching cartoons," series like the Simpsons, Futurama, South Park, Spawn, or other forms of adult entertainment don't come to my mind.
I know classic cartoons like Bugs Bunny and movies like Snow White appeal to adults, but the primary audience for these shows are younger children, so they stil fit as cartoons.
Since I didn't constrain cartoons as being western, this also means I consider certain anime to be cartoons as well. If you hear someone say, "I'm watching Saturday morning cartoons," and they are talking about Pokemon, Digimon, Card Captor Sakura, etc, you know precisely what they are talking about. I have no problem calling these both cartoons and anime. When we reach that plateau where the target audience is in the teens or older, I tend to lose the cartoon description, and only use anime to talk about them.
And there are other restrictions (and exceptions) aside from just target age that I put on cartoons. Like I wouldn't consider Shrek to be a "cartoon" even though it's a western animation targeted largely towards children. That type of CG just doesn't fit my mold of cartoon.
So there is my distinction between the two. As you can see, I don't draw a clear line between them. Whether or not I call something a cartoon or not is often subjective. Hope this has been a little bit helpful.

"anime" is name some people like to use for cartoons that use the manga style.
It's also the Japanese word for "animation".

The only real difference is the originating country. Anime can have cartoon-like features, and cartoons can have anime-like features.
