0.0 Reason is that 3 is less than 5 which is the least # that can be rounded by adding 1 to desired point of decimal. However if 1 which is after 3 were rather 5 or more, we could have rounded it by adding 1 to 3. Better still that would have resulted in 0.04 in which 4 is still less than 5. Had 4 been up to 5, then answer would have been 0.1.

to one decimal place that would be 0.0 as the digit before it is less that 0.05 so it gets rounded down. If it were to one significant figure it would be 0.03 as the zeros before aren't counted.
