Truckee is great fun. Funky old downtown vibe. Lots of interesting stores. I usually am only there to go skiing and stay in cabins in and around that area. Donner Lake is quiet but nice. You are a quick drive to Reno and Tahoe City as well if you run out of stuff in Truckee.

Be sure to bring chains for your car. Even if it isn't snowing. CHP can and will make you stop and get off the road if they feel the road conditions are bad. 80 is less likely to close than 50, but just be sure to bring them. If you are coming from the bay area, you might be able to rent them somewhere like REI.

My parent's used to live close to Truckee so we would visit quite often. It's a very cute town and there is some good skiing nearby, of course. Check out the store Jackass Ridge and if it's still there, the art glass shop.
If you are driving in December it could be a problem unless you have chains for your car. The highway through the Sierra's can become impassable and closed down. Truckee is right next to Donner which is where the infamous Donner Party happened so you know it gets cold and snowy.
