What the "strength" of it is: 1Cor 15:56?
Why God doesn't law IMPute it: 2Cor5?
Cause it brings destruction on IMPutor!

I think it has more to do with seekething eligibility for federal relief funds than anything of Biblical significance.

A "state of emergency" is a legal term of art -- it means that certain laws go into effect that are not normally in effect, and that certain aid and assistance can be given in ways that they cannot normally be given.
The fact that natural disasters occur throughout history all over the world -- not just in the US -- may or may not support your religious arguments. But the fact that natural disasters are common explains why emergencies are declared.
