Kyoto is a knee jerk reaction to on overblown threat of catastrophe based on global warming. This a cyclical situation and we have little or no cause or effect on it.

This is not to say that we do not need to worry about polution, but a global accord which puts undue restrictions on America while nearly ignoring China is absurd at the very least.

Now, the way that your question is worded makes no sense, because there are two political views of Kyoto. For and against.

The Kyoto Protocol is a farce. It has no real guideline, objective or way of quantifying the carbon credits one earns. It needs work. If it had any validity, the USA and host of other carbon producing countries would have signed on.

developing countries and 3th world countries have refused to sign this protocol. because, they say that we have right to improve our industry as much as developed countries. in the past, developed countries had already damaged the environment. so, why they have demand us to sign this protocol. on the other hand, developed countries have claimed that 3 word countries and developing countries have done more dirty than developed countries

I think the country with unnecesary CUVs should sign this protocol first. if you know what i mean.
