Hello.
A blocked person is able to read your answers. A blocked user may also read your questions under a different account ( this means a blocker user must sign out of his/her original account to sign into a different account in order to read your answers and questions from your profile)
However, this is only possible if your questions and answers aren't set to private, and your questions and answers appeared visible to everyone. I highly recommend you to set your questions and answers to private so whoever is following you around may have trouble finding you.
To learn how to set your questions and answers to private, visit my previous answer to someone regarding private questions and answers here at this link; http://answers.yahoo.com/question/index;_ylt=AqlcF2jeFV9QdmTXOzCTOrDsy6IX;_ylv=3?qid=20071021171019AAiqW9W
To answer your original question, yes. A blocked user is able to report your questions and answers.
Have a nice day.

I report all direct mail. i won't be able to stand those long fake Nike commercials taking over all that room on an answer internet site. I blocked a clean person for 3 days. that they had like 5 trolling debts & I saved dropping my time clicking on their bait question purely to make certain that interior the biggest factors, it became into no longer a real question. there became into no longer something to report. I purely enjoyed that putting a block on them extra the pink circle & cut down "no" image in front of all of their debts so as that I knew to no longer click on those questions. Then they have been long previous from the class i became into in after 3 days so I bumped off the block.

I notice that more and more participants are keeping their questions and answers private. Of course this cuts down on the troll abuse somewhat, but in the long run it hurts the forum in general preventing the rest of us from doing research on various
types of questions and those who ask and answer them. This has been part of Yahoo!'s answer to trolls but I don't think it is working very well. It hasn't stopped the trolls from opening new accounts and continuing to report people for no reason other than just to be obtuse.
The only real answer I can see is for Yahoo! to put more staff on this particular issue and to cut way back on this reporting abuse business.

Yes, they can. If someone is "blocked", they cannot see your questions. But they can still see (and report) your answers.
