Yes, but I wouldn't recommend it. You'd probably have better results using a language that is meant to deal with more complex file IO. Especially one that might provide a library or some objects for dealing with MP3 tags.

Yes, you can! I have done it in the past.
The routines are quite complex, because you need to take care of ID3v1 and ID3v2.
I finally wrote a VB6 program that allows you to set these on all your MP3 files.

I believe there is still a downloadable version of the exe file at www.tinmandownloads.com (that's why I wrote it).
