Kifissia is an expensive area. If you can spend enough on the rent, I guess some landlord would accept the dogs. But it's better to have a garden. However, I would mention the 2 dogs, saying they are 2 chihuahuas, and sneak in the third. Say you found it later if he finds out.

To find a landlord willing to allow you the three dogs, is like winning the lottery and that for a house with garden, because in an apartment that is winning it twice on the row.
But let's say you are the luckiest of people, your main problem will be the neighbors, garden or no garden.
I have my own place with enough space to hold a regular farm, yet at a point that i had three dogs some far away neighbor complained because I had the dogs loose in the garden and no chained. And she was an animal owner too.
In fact the dogs run to the fences when she was passing by with her horse trekking entourage.

It all depends on the landlord really. Avoid generalizations...
If I was you, I would definitely avoid renting a small apartment or an apartment for that matter. Not for the landlord. But for the dogs...

And I am Greek. And a landlord myself.
