Of course your paycheck is garnished. Under chapter 13 you make arrangements to pay back what you owe and it's your responsibility to make sure the payments are made. It's not a free ride and a total erasure of your debt.
Go back to your lawyer and see if the payment schedule can be changed if if truly is a hardship for you to pay what they're asking. I doubt if it is, unless you lost your job or changed jobs and are making way less money now than when you started the proceedings because the courts take that into consideration when they set up the schedule.

Keep in mind that if you dismiss your Chapter 13 bankruptcy, all those creditors will immediately come after you. There will be a grand rush to court to sue you, win judgments, get garnishments, attach your bank accounts, and lien your property.
