Is there any kind of list or registry or rating system for professional computer technitions? I've had some unsatisfactory help which I paid for and I don't want that to happen again.

You can ask the sales representative of your computer.

You can also ask instructors in any school offering Computer engineering. Very likely, they know much more to trouble shoot computers.
