i have never had that problem just wear the right size

This expression has nothing to do with undergarments, rather implies that the person it is said to is upset over nothing.

The right size!!! That is very funny!!!

Well if had worn the wrong size you would realize that bunched up panties are uncomfortable and you just cannot just pull up your skirt and fix the problem while standing in public. So when someone figuratively has their panties all in a bunch they are uncomfortable and not doing anything to fix the problem like wearing the right size. LoL

If your panties (or underwear in general) are all bunched up it can be uncomfortable and cause you to be upset. This was probably truer when underwear was much more substantial.

It means you're getting stressed over someone that's almost meaningless and does not require you to worry about. It has nothing to do with what you're wearing.
