It means the applicant meets the bare minimum needs of the job but (probably) nothing beyond that (those), i.e. only has those skills/talents/traits which are absolutely required to do the job and (probably) nothing more.

Is this in the "for interviewer" section? Because it looks like something they'd want to decide for themselves.

Applicant, that's the person asking for the job.
Meets Basic Requirements, like typing speed or math skills or being bilingual or a high school diploma, whatever the job requires. (They'd tick it if the applicant does.)

Disposition is basically the applicant's attitude and behaviour (courteous or not, smiling or frowning, "with it" or not).
