You could say you have been looking for a gift for your wife and think that the scent they are wearing just might be it, then ask them what it is called.
Personally, I wouldn't assume a guy was hitting on me nor would I be offended if they asked what the name of my perfume was.

I've had several people stop me over the years and ask what perfume I was wearing - men and women.
Just go up to the woman and say "excuse me, may I ask what perfume you are wearing? I would love to buy my wife something like that for her birthday next month..."
Or something along those lines. That makes it pretty clear that you aren't hitting on them. Also the fact that you want to buy something for your wife that you smelled on them will make the woman feel good that she wears something men like and that you are thinking about your wife and want to treat her well by buying her something nice for her birthday.

Just make sure to mention your wife in the comment. That way no one is confused. Even a comment such as "oh my god i almost nutted myself smelling that, I've got to get that purfume for my wife, what is it?" will still go over without too much awkwardness at the point of having mentioned your wife.

Yes. If you aren't really good looking don't do it. If you are, it's as good an opening line as any. Nowadays, if you say, "Look out, lady! The car is going to hit you" and they feel like it, you're in trouble. Good looking guys only are allowed to talk. Brad Pitt could say, "Nice boobs, why don't you show 'em" and the response would be, "(giggle) Oh Mr. Pitt, you're so NAUGHTY!"

Some people are offended by everything, but I've asked on occasion. There aren't many perfumes I can tolerate, so when I find one, I ask.

I've done it when I was married. Just have to make sure you tell them that your wife would love it and the scent makes you crazy.

Just say " Excuse me, my wife's birthday is coming up and I would love to buy her the perfume you are wearing. What is it?" Dont drool or Hu*p her leg or anything and you should be fine. :)
