It would be nice to know how much the paper is priced at as that determines the amount which can be paid out. If it's around 80 cents to a dollar, then the carrier is taking about 10 percent of the total price. I imagine he/she only has to deliver the papers and not collect the money for them. If so, then that is a fair wage.

Well, I can only speak from experience. I had a paper route that I grew from 38 subscribers to 264. This was split into 3 routes when I quit. Anyway, at that time I was paid 8 cents per paper for 5 days a week, but ZERO for the Saturday delivery. This turned out to be just over 6 cents per delivery. At 14 years old I was bringing in $88.00 a week clear.
The kicker is that this was in 1974/75 and the paper subscription only cost 75 cents a WEEK!

I guess it depends on how many papers the carrier can deliver and in what amount of time.
If it is an average of a paper thrown every 30 seconds for an hour then that comes to $9.60 an hour. That is a pretty respectable hourly rate.
