For a city to develop, there needs to be a way of producing a surplus of food. This is because cities need to be able to feed specialists in other things (scribes, potters, priests, builders, engineers, etc), who do not have time to grow food themselves. Rivers provide a water source so that people can settle there, as well as making the land fertile for crops. Mesopotamia (Sumer) was between TWO rivers, which made it even more fertile. The Nile river flooded every year, spreading nutrients across a wide, flat plain. This made farming very easy in that area. The Indus valley is a delta: the river splits in two as it meets the sea. That spreads the water and fertility further, providing a larger area for farming.

The land was fertile, being watered by the Tigris and Euphrates river. Added to this was the fact that humans had to work for their food. They could not just be hunter gatherers as in many parts of the world - no wild boars to spear or trees full of berries to pick. This meant organisation, a hierarchy, laws. Nile and Indus, similar. Water, but need to work for food

Because of the fertility of the land at the time, and the vast amount of water in the area. Humans usually found cities near readily available food and water sources.
