It is a scam. Ebay does not charge them a fee based on the amount of what they charge for shipping. However, Ebay does charge them based on what the amount is sold for. By moving money from the bid to shipping, the seller can save some money. Also, some bidders do not notice the amount on the shipping until they get to where they pay. Some sellers know this and have a low price but high shipping to lure in more buyers.

This is just another thing that is wrong with Ebay.

One of the reasons is that sellers don't have to pay ebay commissions on the shipping charges. The lower the selling price, the less the commission due to ebay.

It is because eBay charges their fee based on the listing and sale price, but not the shipping and handling. You have to consider both.
