Light switch at bottom of stairs, One at top of stairs. Controls 2 lights, one at the top of stairs only controls the top one. Changed bottom light switch as its faulty,

A two way or a three way switch? How many wires on the old switch besides ground? Did the switches each control both lights in the past? Or did each switch control it's own light? I need more information. Email for more help.

What you describe means your wiring is incorrect.
There should be two wires direct from one switch to the other with nothing connected to them.
I'm betting the top light is connected to one of them.

On the NEWER switches they color the screws that you tighten the wires into, the same color as the wires in the wall.

-Or pull out the OTHER switch that DOES work and see were the hot is going in and the netural is going in. The ground should be on the side.

make sure the breaker or fuse is off or pulled first.
