Excellent question. Especially given that under current laws about registration, if these individuals are convicted of indecent exposure they are, indeed, subject to registration as a sex offender for life!! As are those convicted of solicitation of prostitution, having (consensual, adult) sex in a public place (including a vehicle) and a number of other crimes that, while sex related, are NOT what people have in mind when they are searching those offender registration sites. This is the PRIMARY problem with these sites. Very few people go to the detail necessary to actually look at the statute section that a person was convicted under to see what s/he actually did to get there.

This is carrying silly pranks to a new level. If you were a student who under the influence of peers or other substances made a one time silly mistake this would be too harsh. Most lawyers can get this reduced when you went to court. The circumstances need to be looked at on an individual basis. If you flashed children that's one thing but if you are a girl who raised her shirt to get Mardis Gras beads that's a whole other situation.

Uh, isn't that called indecent exposure? If that were to happen it would just be another example of the wasting of taxpayer's money.

No, they shouldn't. but those acts (as well as urinating behind the bushes) are considered public exposure and therefore, are sex crimes.
No one ever said our laws make sense.
