WoW: Hallow's End (Headless Horseman)?!?!?

What lvl do you have to be to get the 'Headless Horseman' quest in SM:graveyard? And what are the Rewards?

You have to be level 65 (he's a 70 elite). There is no reward from the quest, but the Horseman does drop some epics. http://www.wowwiki.com/Headless_Horseman
