The easy way.

Just setup the router on one end and set IPSec VPNs or use the computer software from Linksys and your done.
Or Use two and they tunnel between them automatically.
The built-in VPN endpoint capability is actually a VPN "server" built in to the router!

If you can still find one Buffalo Technologies has/had an even better one. The WZR-RS-G54 lets you setup the user names passwords and all within the router and does so for up to 100 users!! It shows as discontinued (I hope not!!) there are still places with them. Works great with XP,2000, even Vista (wow) just setup the Connection in network connections!
Check the review

If neither of these will work for you try using
Open VPN
http://openvpn.net/
works for XP, 2000 and most Linux distros

I recommend using VPNPower in order to unblock web-sites. I've been using them since four years. http://www.vpnpower.net
