Anyone can "retire" (destroy) a US flag in a respectful manner by burning. Boy Scouts are trained in this, and that is why they can/do. VFW and American Legion posts also retire unserviceable flags by burning. It is also permissible to dis-assemble the flag and bury or place in the municipal trash.
The burning of a retired flag is done with respect, and not as a protest. Burning worn out flags is more respectful than printing the flag on a paper plate, eating pork and beans on it, then tossing in the trash.

(THIS DOES NOT INCLUDE stepping on our NATION'S flag and burning it for protest, or taking a knee during the national anthem) That on the other hand is highly disrespectful.

Er, I've never known of Boy Scouts to burn our flag... The only time people burn flags is usually in protest. If a flag touches the floor/ground at all, it's burned (the proper way to dispose of it), but not by the Boy Scouts...
