Doesn't surprise me in the least.
In the 1970's I was SHOCKED by how ignorant new graduates were compared to the fellow students I graduated with only 8 years earlier.
So much for the student revolution of the late 1960's.
Now the students rule. The teachers just cope and try to resist criminal behaviors. It's like the inmates are running the asylum!
And they now are allowed to vote.
We need to return to a voting age of 21.

It was done to adjust to the traffic jams caused when schools reconvenes, nothing more or nothing less. And by all means it is your choice as to where you send your child for their education, to me at least. I send my children to schools that I want but they are all good private schools in the US, and would "never" choose Mexico over the US, it will give them a struggle if they chose a College in the US in the future. No puns intended.
