Because it saves money.

Large areas of the U.K. motorway network have no lighting at all. Lighting is usually only around junctions, busy areas or locations that are known to have an above-average accident rate.

The financial cost and the environmental cost to light the entire motorway network would be astronomical.

Money and environment. Why finance the lighting up of the countryside. Motorway lighting tended to be placed in areas of importance or risk, junctions etc.

No particular reason - it's quite normal. There's no law that says motorways have to be lit.

Why waste energy lighting road when vehicle headlights are quite enough. Better to light only those areas which need better lighting for safety reasons.
