Keep the same school days, but have smaller vacations throughout the year. Yes, there is too big of a "brain drain" in the summer. It's also the worst time to take a vacation. Better to have staggered breaks each season. A few weeks after each semester...

nine months because it gives the family a chance to take vacations every year. a whole school year would make everyone miserable.

whole year so when I take time off in the summer the neighborhood isn't full of yelling/screaming kids losing what they learned during the previous school year.
