"20,000 Leagues under the Sea" was by Jules Verne ..
he wrote it after rough plans for submarines had been made, but not as elaborate as Captain Nemo's.
He also had the vision of writing about space travel to the moon over 100 years before that was made possible.

I believe you're thinking of Jules Verne and "20,000 Leagues Under the Sea". However, I think it is his "nuclear sub" that makes it a first, not the actual sub before subs.

Though he wasnt an author......Leonardo Da Vinci drew the first plans for a submarine.
