Wow a guy looking for a tear jerking good romantic comedy ... this is a rare sight for me. Anyway, try the anime "NANA" it's really good, has romance written all over it from start to finish, has its funny moments and can be a tear jerker especially in some parts ... episodes 13 - 14 in particular. (it has 45 episodes in all)
Also try "Welcome to the NHK" if you like some slice of life drama with a bit of comedy and a bit of romance. I know this would sound blasphemous to Death Note fans out there but i'd rate "Welcome to the NHK" higher than the famous and well loved death note in my all time favorites. (this is just my personal opinion)

You should check out Kanon, it's about i think 23 eps long. Its real mysterious but has romance in it. In several spots it makes u shed some tears. I think u'd really enjoy the series. I'd recomend getting veoh tv downloaded, its a great way to watch alot of anime ^-^. Another good series is Lovely Complex and Onegai Teacher.

I really love Fushigi Yugi. It's filled with action, comedy, romance, revenge, betrayal, and fantasy. It's a great anime! I thought it was hilarious, but it'll still make you cry and go "Omg, I wasn't expecting that." You'll fall in love with all the characters(even the evil ones!). There's never a dull moment and there's always something happening in every episode! Highly Recommended!!!

i've got no longer considered Gakuen Alice, yet staring on the form and the ANN encyclopedia... "Ah! My Goddess" (2 seasons on Hulu + greater on DVD + plenty greater manga) - first episode gadgets the scene, then the boy gets presented a desire via a goddess. Very lovable, and extreme-high quality blend of comments. "Kamichu!" - very mild romance, yet what else are you able to anticipate in middle college, from a center college god? "Please instructor!" is robust, and has a number of plot twists. "Kimikiss: organic Rouge" follows a number of extreme college romances.
