According to the National Climatic Data Center, the normal daily mean average daily temperature in Cleveland from 1971-2000 was 31.1 degrees F. in December and 25.7 in January.

Perhaps not surprisingly given the cutbacks in government services in recent years, the government apparently hasn't updated these statistics since 2000. In fact, it's disgusting IMO that the federal government doesn't make historical weather information easily available.
Anyway, my perception is that the weather is becoming warmer in Cleveland, and I would expect the weather in late December to average somewhere between 28 to 33 degrees F. in coming years.
Of course, the variances from the means can be significant. If you plan to visit Cleveland in late December, you should be prepared for blizzard conditions and an average temperature of 10-20 degrees, but you might see weather several degrees above freezing (in the 40s), and sunny and dry.

The Cleveland area, especially the heights areas to the southeast and areas to the east generally, begin to get heavy snows as early as November. Lake effect storms, which pick up moisture from the Great Lakes, provide much of the snow, and continue until Lake Erie and the other Great Lakes freeze over, often not until late January or February in recent years.

According to The Westher Channel's data, the average daily high is 35 F and the low is 25 F. I don't remember the conversion formula for Celcius, but 0 C is 32 F.
But it could be below 0 F or up to 60 F. Some years we have a white Christmas and sometimes it seems like spring. Just plan to dress in layers so you're ready for whatever Mother Nature decides to do this year.
Last Christmas was no snow and probably near 50, but 2 years ago, I almost couldn't get out of my drive after over a foot of snow on Christmas Eve Day.

Really, really cold! If you are planning on being in Cleveland at all over the winter make sure you pack lots of warm clothes and dress in layers. The wind off the water creates quite a coooollllllllllddddd wind. Have fun!

It is usually in the 30's, sometimes in the 20's. Rarely in the 40's or 50's. I would say about 30-32 degrees Fahrenheit. I am sorry I can't tell you what it would be in Celsius, I am the product of public school education.

Pack to have layers!!!
One year at Christmas I think it was in & near the 70's (20-25c) - I think) and when my brother had the brilliant idea for us all to go to the zoo with his kids on New Years - it was freakin' cold (below 0 F) and windy and some (dumb) teenagers were standing around shivering in shorts!

COLD, OR FREAKING COLD
I don't live there, but I'm a Browns fan. I admit it's colder there because of the water, but they are in the snow belt so some areas are hit worse than others when it comes to snow.

and -1 to 4 degrees C
It usually just begins to snow around this time of year, nothing horrible.....yet
