it really depends how you grill:
if it is with nukes - yes you do.

but if you are just using an old-fashioned flame thrower (reach up to 15 meters/45 feet) you don't need other permits, only if you are aiming at fellow workers and non a suspected - I don't know terrorist, politician, irritating celebrity

Sure, if you can't cook, you're NO GOOD to them. If your cooking is declared hazardous materials by the EPA, you could even be more of an asset to them.
