Is there any software like DU Meter, by which I can monitor the network usage of any specific IP or NIC of the whole LAN from one computer??

Try any one of the following
Manage Engine --OP manager (does alot more than DU)

You cannot hit other IPs if you are not a SERVER owner you will be need to get in SERVER first then you can go on but how can get into SERVER i do't know search it Good Luck
