Camella Homes is the biggest developer of "average" houses in the Philippines. Their price list will show that a 111 square meter house goes for a total contract price of around P5 million pesos., including the land.
Contractors generally quote at P20,000 per square meter, to include labor and materials, from plan to turn-over of a house (of course this will not include the price of land). The cost/square meter varies depending on the quality of materials and the finish. A class "A" house could go as high as P25,000.00 per square meter. An "average" house - - - not made of top class materails go as low as P12,000.00 per square meter. These are costs using a contractor who will have an architect draw the plan, use a licensed electrical engineer, hire skilled workers to build the house, etc. Some people just build homes based on their own sketches, and engage workers from the neighborhood.
Just use this as a peg in terms of estimating the cost, depending on how big you want your house to be

P8000/month rent for a brand new 3 bed, 2 bath apartment with gated and walled parking and backyard. If you're going to buy a new house in the province then prepare at least 2 million Pesos.. but if you're going to buy within a big city.. it will cost you double.. like 4-5 million pesos for an average house with 2-3 bed rooms and not so spacious but pleasant. <*-*>

In the low end, you can get a home for about $5 in the PI. My parents just built a new home for less then $100,000 in an above average neighborhood.
