The same way you get the kitchen, from the Harvest Sprite Channel 2.

Here's a step by step guide to get there.

1. Buy at least one item from the supermarket (the one over the phone) for 10 consecutive days. (Tuesdays and Festival days don't count.) This unlocks the Hravest Sprite Shopping Network on channel 2.
2. Watch channel 2 once a day, buying anything useful, until you are offered the table.
3. Buy the table.
4. You can now upgrade your house. Do so.
5. Continue to watch the channel until you can purchase the kitchen. After you do that, the channel will start selling kitchen tools.
