Dumb is a synonym for stupid. Although dumb also means unable to speak, or mute. Dumb, in common usage, and stupid mean lacking intelligence.
Perhaps you mean ignorant instead of dumb. Ignorant means lacking in knowledge or training. If you are ignorant you can learn, but you can't fix stupid.

dumb is basically ignorant. that being said, there is a HUGE difference between ignorance and stupidity.
ignorance (dumb) is doing or believing something simply because you do not know better
stupidity is doing those things knowing full well what you are doing and that you should not be doing it. but you decide to do it anyway.

One way to distinguish the two states is by chakras: stupefaction is 6th chakra, mentation re truth; dumb is 5th chakra, unable to speak.
"Autobiography of a Yogi," Paramahansa Yogananda http://www.yogananda-srf.org "Climb the Highest Mountain," Mark Prophet, "Kundalini West," Ann Ree Colton, and "Man's Psychic Life: Elements and Structures," Omraam Mikhael Aivanhov, are useful in this regard.
"Extraordinary Knowing," Mayer, Ph.D., and "Psychoenergetic Science," Tiller, Ph.D., http://www.tiller.org and http://www.divinecosmos.com are also good.
Http://www.coasttocoastam.com radio deals somewhat with such items of interest.

If you are stupid, it means you are ignorant. You just don't know shatever it is yet. If you are dumb, it means you are incapable of learning anything new. You will never know anything.

dumb
adjective
1. slow to learn or understand; lacking intellectual acuity; "so dense he never understands anything I say to him"; "never met anyone quite so dim"; "although dull at classical learning, at mathematics he was uncommonly quick"- Thackeray; "dumb officials make some really dumb decisions"; "he was either normally stupid or being deliberately obtuse"; "worked with the slow students" [syn: dense]
2. temporarily incapable of speaking; "struck dumb"; "speechless with shock" [syn: speechless]
3. lacking the power of human speech; "dumb animals"
4. unable to speak because of hereditary deafness
-----------------------------------------------------------
DUMB and STUPID:
Our Living Language : In ordinary spoken English, a sentence such as He is dumb will be interpreted to mean "He is stupid" rather than "He lacks the power of speech." "Lacking the power of speech" is, however, the original sense of the word, but it has been eclipsed by the meaning "stupid." For this change in meaning, it appears that the Germans are responsible. German has a similar and related word dumm that means "stupid," and over time, as a result of the waves of German immigrants to the United States, it has come to influence the meaning of English dumb. This is one of dozens of marks left by German on American English. Some words, like kindergarten, dachshund, and schnapps still have a German feel or are associated to some extent with Germany, but others, like bum, cookbook, fresh (in the meaning "impertinent"), rifle, and noodle have become so thoroughly Americanized their German origins may surprise some.
---------------------------------------------
The Answer:
As we understand, DUMB is unable to speak, and STUPID is irrelevant and incomplete speech or written action, because of diminished mental faculties .
A person if DUMB fails to speak, or if not dumb , disagrees to speak and keep mum, but in either case dumb is not a lowered mental faculty. His/her mental capacity will be higher and can act better than a STUPID fellow.
In contrast. a stupid person, by virtue of low mental faculty cannot speak an appropriate, a complete and a logical sentence, but always speaks or does inefficient and foolish response.
It is wrong to say a DUMB as STUPID, and a STUPID as a DUMB.
