Um, call a plumber? As a certified home inspector it sounds as if you could use one! Until the hole is fixed use the earthworms for bait while you're fishing.

to have this problem you must have a broken drain line somewhere, probably pretty close to your tub drain. It is most likely PVC which is easy and cheap to repair.

You've got a bad sewage line, (a break somewhere).
Fix it now, (while you can negotiate), or wait
till it becomes an emergency, (and you can't).

Phone the city. They are responsible for the pipes leading to and from your house. They should fix it free of charge.
Either that, or convert your tub into a vermi composting pile. :)

call a plumber. you either have a leak or a severe build up of dirt down there. probably both. does it drain ok? if not, its the build up. if so, it's either the leak or both.
