To some degree. Presumably, the government sold bonds to people who wanted to support the war effort with money (as did the US), and did not do a good job of maintaining the value of the currency so that the bonds would be paid off at true value. The pound fell from about $5 to considerably less.

many ways of raising money done with expediency of war time were not particularly good economically, but l don't think it was deliberate fraud
