The simple answer has to do with the way books are constructed. Traditionally, books are printed with some multiple of four pages per sheet. Since a Bible will have different number of pages depending size of print, amount of notes, etc. there should be a few blank pages at the end as the last page is rarely evenly divisible by the number of pages printed on a sheet.

The above may be hard to visualize, so if the printer prints two page in each side of the sheet, you have four pages/sheet. Often, they will print eight pages/side or 16 pages/sheet. If the last section of your Bible has 12 pages of print, you are going to have four blank pages at the end.

You will find in the world of books, that the higher quality books have more extra pages. This is a tradition that dates back centuries. It goes back to a time when paper was a very scarce commodity and to show that a book was of higher quality, they included extra paper. Some books, like a bible also want you to have places for notes. Some bibles have extra large pages with extra margin space for notations. Like anything in life, buy cheap get less, buy quality and get more.

Bibles leave blank pages so the reader may jot down notes if he wishes.

They're there in case someone feels like writing notes. Many people like to note down sections they don't understand, really like, find important, etc.

Some also use those pages to write a note to a person they are gifting the Bible to.
