Can I ask for the price to be reduced and will there be any problems with not having a back plate? Thanks

Ask why the back plate is missing (which suggests some electrical sound snafu occurred for the owner to try and self-fix--losing the plate in the process). How do you know there isn't any other hidden electrical problems that may come out of your pocket to fix later on? And what of that back plate: that too comes out of your pocket to find and replace.

Get some answers and listen well to what is told you. Buyer beware!!! And yes: DO negotiate a lower price.
