Because it gives you a sense of what the author wants you to feel from the use of strong adjectives (hideous, repulsive) which are quite negitive and give the feelings such as dark, damp(for some reason I thought of algae when I read it... don't ask), and cold, as opposed to saying some thing like "the surface of the enclosure was covered in odd, quaint devices" which would instead, give feelings of curiousity and openness.

It's quite logical, actually. "C" is the right answer. The subject is "surface", and the reader forms a graphic and clear impression of the surface from the adjectives "hideous" and "repulsive" in the suboridinate clause. Those two adjectives are certainly mood-setting!
