You do not say how old you are, nor what sort of class, which makes this an impossible question to answer for you! Pick something you know about, or are interested in is the first thing! We cannot really suggest a topic because we do not know you! However, if it is for class you could be boring (but earn brownie points from your teacher, and may even help your classmates!) and explain why you should do your homework/projects when you get it, not the night before it is due! Then you could waste a minute of your talk showing panic getting organised - thus illustrating the point! I know you will be organised, but you will be pretending! the idea is to lighten the mood before the talk starts.
When you have chosen a topic, whatever it is, make a lot of notes about what you are talking about!, and decide if you have enough for 15 minutes! Then PRACTICE with your mum/dad/someone - or even by yourself! But you have to do it out loud, not in your head - thinking is a lot quicker than speaking! Time yourself. When I had to give talks, I made 'idiot cards', so I did not dry up - I put bullet points on these to remind me of what I was going to say, and expanded on the points when I talked. The cards were about postcard size, if that helps! Oh, and I did them on the computer in REALLY BIG print, so they were easy to see! Just a quick warning - 15 minutes IS a long time to talk on something, even if you know about it, but it will not seem to be an eternity if you are prepared!!! And if you are prepared but finish a couple of minutes early, ask if there are any questions - just only do this if you really know your topic!
Speak slowly and clearly - and know your stuff!!!
Just seen your other question - perhaps you could do how to secure your wireless computer at home, or computer security as a whole! Or how to deal with nosey siblings!

Psychology related topic will be perfect and it will be extremely interesting. Also It can be prepared easily
Topics such as:
-Depression
-Phobias
-Anorexia nervosa (If you are a teenager, it would be a very good topic as it faces many of teenage girls)
-conformity
-Sexual development (if it is a scientific speech)

pic a subject that you know a lot about and feel comfortable talking about. IF it was me I would pick either Hockey or lupus. I play hockey and I HAVE lupus, so I know a lot about both and wouldn't get nervous about talking about them in front of class. I would pick a few key facts figure out what to say, write it out and go from there!

If you make it something you know about, it will be much easier. For example, if you know how to put on makeup, or how to play a game, how to fill out an application, how to fill out a check, talk about something you know.

When you speak or write, you should always consider your audience, if you are talking to parents, you probably don't want to talk about oral sex, and if you are talking to teachers, you don't want to talk about not doing homwork. Also try to pic something you feel very passionate about.
