Ok what would happen if there are 4 monsters on the field 2 normal 1 effect and a facedown and someone activates non spell casting area is on the field the owner of the non spell casting area activates fissure the effect monster has the highest attack the normal monsters have 1800 and 1900 the effect has 2100 would the non spell casting area make the 2100 be destroyed rather that the other normal monsters???

Your question is really not clear but here goes: fissure destroys the lowest attack monster. the lowest attack monster, the 1800 is going down. There are cards that kinda have opposite effects but just keep in mind the order they were played. The last has the last word.

my take is that fissure will target the 1800 normal monster, trigger the effect of non spell casting area.The chain will consist of chain 1 fissure and chain 2 non spell casting area. Thus non spell casting area negates fissure. No monster gets destroyed.

I can't really understand the question due to how it's written. Who controls what monsters, and who has Non-Spellcasting Area on the field? This information is necessary in order to properly answer your question.
