and the first digit is the thousands (the 7)
to find the nearest 10, the ones has to be a zero. Then choose a value for the tens that is closest to the original number
in this case, you can either round to 7510 or 7500. Since 7510 is closer, thats the right answer.

To round always go the the next place and determine if it past the halfway point or not. Count by your given factor... so 7509 is between 7500 and 7510. Which is it closer to? the 9 is past the halfway point so it's 7510.
