It means when you're losing and there isn't much time left you have try for first downs on fourth down. You can't punt on fourth down because the other team would then be able to run out the clock.

I think the question is answered well-enough, so I m just going to elaborate.
Four-Down territory comes with the fact that some teams will use all of its allowed four downs for a first down, instead of the ususal three and punting it afterwards. This is usually describing a team that is trailing and that they could not accomplish anything if they would punt or kick a field goal on fourth down.
Take the Broncos-Steelers game tonight,
the steelers were trailing the Broncos by seven late in the fourth, they decided to go for a 4 downs offense, which means that their offense will only need to get 2.5 average yards per play to get a new first down, instead of the usuall 3.3 yards. The reason they would do that is very simple, they are trailing by seven, so if they got to a fourth down, their is really no point kicking the ball for a field goal since they would still trail by 4 with little or no time remaining (which means they lose), however, if its fourth down and short (or long for that matter, cause as I said, a field goal isnt gonna do you any good, so might as well go for it), they would go for the fourth down and take their chances with it. If they lost it, the game is pretty much over, but it woulda been over (most likely) anyways if they'd kicked a field goal or punting (which is VERY STUPID)

4 down territory means that are at a point in the game where they need to "go for it" on 4th down instead of kicking the ball. They are basically saying they have 4 downs to get a first down or score instead of the normal 3 and kick

This usually happens when the offense is down by 4 or more points with very little time left where punting or kicking a field goal would do nothing to help them win.
