If all distant galaxies had a blue shift, and if the farther away they were the greater was their blue shift, that would indicate a contracting universe. If we saw that. But we don't.

i think the score was :

the first 500 galaxies checked

498 red-shifts

2 blue-shifts

well yes if all of the galaxies are blue shifted. only a few are, such as the Andromeda and thats just because its about to collide with us.

That depends on the observer..And it depends on whether the blue shift is actual, or apparent.
