They were already a relatively rich country because of trade and had a business orientated merchant class with political power. Their agriculture productivity had improved so their population had more doubled between 1700 and 1800 so they had a large surplus of labor that could be put to work in factories. They had adequate energy resources in the form of coal to power industry.
