Usually, an United States diplomat would have immunity from criminal prosecution in a foreign country if going to a foreign country.
And for other Americans facing a risk of being arrested for a criminal act, if the plaintiff decides not to prosecute a criminal case, the person already arrested might be exonerated and hence free from criminal liability.

from what I get by watching the news (which i stopped doing a while back) Politicians and Foreign dignitaries are exempt from criminal liability in the united states.
