It should be 1 1/2 times the diameter of the tube.

The flare shall be 75 degrees to 120 degrees with no more than three splits or cracks. Splits or cracks shall not extend into the barrel and shall be seperated by at least 90 degrees. This is for flared terminals. I do not recall the depth being specified other than what is required to obtain the correct angle and mechanical fit.
